Professional Experience

Francesco is a solicitor, chartered accountant and statutory auditor.

He has twenty years’ experience in tax consultancy and tax litigation, both before the courts of first instance and before the Court of Cassation and the European courts.

He has extensive experience in the field of trusts, trust companies and instruments for the generational transfer of wealth.

He serves as a non-executive director and statutory auditor for numerous companies.

He has served as a member of arbitration panels and supervisory bodies.

He is qualified as a certifier in procedures for the identification, measurement, management and control of tax risk (TCF).

He is the scientific coordinator of ‘Economia Pulita-Futuro, impresa e sostenibilità”, an organisation providing training, reporting and consultancy services in the field of sustainability (www.economiapulita.com).

Academic and institutional activities

He is a Full Professor of Tax Law at the G. D’Annunzio University of Chieti–Pescara – Department of Legal and Social Sciences, where he teaches courses in Tax Law and International Taxation. He was also an associate professor at the same university.

He is a visiting lecturer in Tax Law at the University of L’Aquila on the degree programme in Corporate Legal Practice.

He was a research fellow at the University of Bolzano and previously a visiting lecturer at the University of Trento.

He has been awarded numerous research grants and prizes for his research work.

He is the author of three monographs (Tax Settlement in the Various Models of Tax Implementation, 2010; Exempt Transactions in the VAT System, 2013; The Prevalence of Substance over Form in Tax Law, 2019), as well as around 80 articles in leading Italian and European tax journals, and contributions to edited volumes.

He is a permanent lecturer on numerous postgraduate master’s programmes at leading Italian universities and is a regular speaker at numerous academic and professional conferences.

He is a lecturer at the Scuola Superiore della Magistratura.

He is a member of the national scientific committee of the National Association of Italian Tax Practitioners (ANTI).

He is a member of the European Association of Tax Law Professors (EATLP), as well as of the Italian Association of Professors and Scholars of Tax Law.

He is co-editor of the journal Tax News and an editor of numerous academic journals in the field of tax law.

He was a member of the study commission on the use of artificial intelligence in tax matters at the Prime Minister’s Office (appointed by Undersecretary Alfredo Mantovano).
